Retaliation from coworker for reporting discrimination/threats. Question about whistleblower protections.

I work with a vulnerable population, many (not all) of the individuals serviced at my work have physical, mental, or psychological disabilities. A few months ago I witnessed another adult threaten a vulnerable person. The individual was struggling to walk somewhere. The staff member refused their reasonable accommodation (mobility based) and threatened to drag the person to their destination. I was asked by the administration to write a statement which I did. My administration has taken no action positive or negative to resolve the issue. Because I am a mandated reporter and discrimination is involved, it should be covered under OSHA whistle blower protections. However, it appears those protections only apply if my admin is retaliatory not a fellow staff member.

Does anyone know if there is a law that protects workers from retaliation from colleagues?

I’ve tried calling employment lawyers but so far no one is able to take my case.
