Unsure about when to ask for a raise

Last year I graduated college and got a dream entry job in my dream industry. I was an intern last summer, took a few months off, then they offered me a full time job which I started in November. I love my job, the people, and the company but they lowballed me when I rejoined which I brought up in the offer and they adjusted slightly. Now I’m seeing extremely similar if not identical positions in the company getting posted with a starting salary of $10k more than what I make. My team counterpart does the same job as me and has been there two years longer but makes almost $20k more than me even though I believe my performance is on par with theirs, which can be easily measured since we work in product. I live in one of the most expensive cities in the US and I’m definitely living on a budget with my current salary. I don’t want to ask for a raise too soon, but when is the right time and how does one go about it?
