Is it illegal for a job to promise sign on bonus and not give it?

Not sure if this is the appropriate sub to ask this but I just started a job recently that promised a $300 sign on bonus on the application, given you are employed for 30 days. Managers start making excuses about why people weren’t receiving the bonus. The employees that didn’t receive it were upset when they were scammed out of it because they didn’t “qualify” for it. Whatever that means. Many people quit. Once I found out I wasn’t getting it, I quit. I had already completed 30 days. The pay was not worth the labor. The job was garbage and paid $10.25 an hour plus tips, which weren’t a lot anyways, and managers were always micromanaging for the dumbest things. Is there anything I can do about this? Very unprofessional. Who promises their employees a sign on bonus on an application and then tells them they’re not getting it.
