Wife is two months into her first job after college and found out she is being severely underpaid.

My wife was unable to get the accreditation she wanted in college so she graduated with a BS in Medical lab science and was looking at another program to get this accreditation and the director thought she would be a good fit in the program. She asked the director if they could help get her a job between now and June when the program starts so she could save up for the fee for the program. They got her in as a medical center lab associate and was offered a pay of $16 an hour. Which I thought was rather low but the job is basically only checking in samples and distributing to the appropriate labs and only requires a HS diploma. She has since discovered 2 months in that the avg starting pay is $21/hr. It seems highly unethical to offer someone 25% below the avg rate in hopes…

I would never think to negotiate a higher starting rate by asking for 25% more than was offered that just seems absurd. So given that she is hoping to start this accreditation program with the same computer in 7 months what would be a good corse of action for her to take?
