Advice about seeking better pay from employer

I love the work that i do but i hate the pay. I work for a non profit that pays 20$/hr and limits the number of hours we work (4-6 a day) in one of the most expensive cities. We don’t get benefits or paid holidays, limited sick pay is it. I browsed job postings to see what similar roles at similar organizations in the area make- it’s typically 25-35 $ /hr . Here’s the thing: like three years ago they apparently paid 23-25 an hour for this role and 17 an hour for another role but then decided to pay 20/hr across the board. Also they say they have no room in the budget to pay us more or give more hours and yet they have a team of managers and administrators that do very little all day and we don’t know how much they make but it seems…

I browsed job postings to see what similar roles at similar organizations in the area make- it’s typically 25-35 $ /hr . Here’s the thing: like three years ago they apparently paid 23-25 an hour for this role and 17 an hour for another role but then decided to pay 20/hr across the board.
Also they say they have no room in the budget to pay us more or give more hours and yet they have a team of managers and administrators that do very little all day and we don’t know how much they make but it seems to be much more (upwards of 60-70k a year with likely much more for those in highest roles) . Apparently the city partially funds us and one coworker said we may be able to negotiate with the city about a more equitable distribution of wages across roles? Is that true?
Me and about 2 -3 other coworkers are very peeved about this ..is there a way we can negotiate for wages that are more equal to pay in other similar roles? Or better equal distribution of city money? Especially without effing over the other people that make 20/hr (jobs analogous to theirs in the area make 16-25 an hour, 25 being a pretty big outlier it definitely skews lower) . Would we need to unionize? Besides my two-three other coworkers i don’t really see anyone else joining us.
