Anybody noticing that nobody knows what they are doing in work places at the management level?

Seems like every other employee is clueless about their job, their management beyond clueless, no help at all, and they’re left to their own devices making new systems within systems. I’ve been called to replace people that have left positions and those people were the ONLY PERSON doing their specific role, and when they left, all the knowledge leaves with them and the company scrambles for months because no one knows what they’re supposed to do. Seems like a lot of people are mostly just collecting a check and not really understanding or even caring how things around them work. I’m hearing this more and more after Covid and it can’t be stable. Is anyone else familiar with this phenomenon? Sorry if I worded it strangely.
