Anyone who contributed into their 401k during the plan year, would be eligible. The employee doesn't have to currently be contributing when the matching contribution is announced, but they do have to have made contributions during the plan year the matching contribution is related to. If/when a discretionary matching contribution is made, it gets announced to employees in advance of it happening. – confirmed that the last time one was done was for the plan year 2019.
