Is it illegal for management to promise you extra money for doing a task but then not pay you?

So basically the managers at my job likes to promise pay incentives for every day that we train new hires but they never do it. I don't mind training new hires but it's a lot of work and slows me down. They typically don't listen or pay attention and then they lie and say we're being mean to them. They also quit within a month because apparently it's too much work. Eventually me and my coworkers began to refuse to train new hires because it honestly wasn't worth the mental headache, so management decided to pay us an incentive everytime we train someone. For about the past year they haven't paid us any incentive eventhough they keep saying they're going to give us one. They will literally say I need you to train so and so and I am putting your training pay in the system right now but we…

Don't worry I'm not suing. I'm actually in the process of quitting but I like having the idea of throwing their bull shit in their face.
