Need advice regarding community service requirement

My workplace for reference is not a non-profit or charity org. Just a normal American for-profit business. There was an announcement made that employees who work remotely more than half the time are now required to do community service/ volunteer work once a quarter. Mind you I already do volunteer at my local library but I have lots of reservations at being required to do ANYTHING off-the-clock. This is supposed to be done unpaid on personal time. Haha… no. What can I say to scare hr enough to roll back this requirement or make it during work hours? Lots of my coworkers have to work two jobs already and I think it’s shitty to require them to do even more work in what little off time they have.
