Offer letter help

I recently had an interview that went very well. So well in fact that within a half of leaving the interview I got an offer letter. After reviewing the offer letter I saw that they didn't come close to what I had asked for salary. Now I'm not greedy, but I know my worth and average pay for the position at an entry level. I have 3yrs experience with the job so I know I shouldn't be getting paid at the entry level. I had originally asked for a little above the average entry pay and they offered me 10k less than the entry level pay. Now, I don't like to play games when it comes to employment. With such a low offer, how could I take them seriously and how do I know that they wont screw me down the line since they've already showed me what they think is acceptable.
How do I politely turn down the offer letter?
