What’s the point of reviews when companies already have the budget set?

How am I supposed to administer a review to someone when the company already has it in their budget for the role they employ? If I want to give someone a well deserved 5 star review, there’s no guarantee that employee will retain a significant pay increase. So what’s the point? Why should I have to review someone’s work performance? They show up every day and do excellent work! That should be enough to give someone a raise! There is no benefit, to anyone, in this dumb corporate game. It makes me feel like shit as a manager, and makes my team feel like shit when they don’t get more money. No one wins. At least my teams knows it’s not any of our faults….I hate corporate america.
