A new manager is power tripping hard

First, she complained people up here (2nd floor) were on their phones. But when we don't have any work to do, what else are we supposed to do? If there are no orders to fulfill, we don't have anything to do. Second, she's started giving me busy work, and this involves going through 4 years of open returns, and then checking every refund for 2022 to see if they actually should have been refunded. Another senior manager was confused why I was doing this, because it sounded like busy work to him. Third, she complained that everyone downstairs who is seen on their phones consistently shouldn't get their bonuses. But once again, if they have nothing to do, then who cares if they're on their phones? Fourth, she complained that I, a person who has to consistently go downstairs and back to do my job, am not at my desk…

Fourth, she complained that I, a person who has to consistently go downstairs and back to do my job, am not at my desk enough.

Finally, she tried to float the idea that people downstairs, in a completely different department, who have their own jobs,should perform all our invoicing. Not the ACCOUNTING DEPT.

But the worst part? She has her desk set up in such a way that she can look at all our desks in her peripheral while she works. Which she has mentioned to us multiple times, almost like a threat.
