Applying for jobs while a position is being created for me

Please remove if this doesn't really fit but I feel like I've seen similar posts here before so I thought I'd look for opinions. I am currently a trainee and have started working on a project that won't finish until next June, if not later. My current contract finishes at the end of September but my department head is personally interested in keeping me on in a temporary position, i.e.6-8 months with possibility of renewal, to continue on the project, so I've been told I shouldn't worry about job continuity. But I am also an expat, meaning 1. there's no real future for me with them because only local citizens can have a permanent contract and 2. I need work contracts, etc. to stay in this country, meaning if it doesn't work out, I am unemployed and a bit screwed, while for them business will go on as normal. Of…

I need work contracts, etc. to stay in this country, meaning if it doesn't work out, I am unemployed and a bit screwed, while for them business will go on as normal. Of course I can't relax until I have a signed contract in my hand, so I'm applying to other places in case this falls through, even with everyone assuring me it won't.

My dilemma is, there's a position I could be in a really good spot to take. I have the experience they're looking for, including in one area that not many people have, making it difficult for them to fill the position, and someone already working there is recommending me for it. If I am offered this position, would it be wrong of me to take it? If it was just a toss up between a typical temporary contract with my current company and this other one, I would take the other one in a heartbeat (full time permanent contract, with accompanying salary and benefits).

But I'm torn in this specific situation because my current company is literally creating a position for me, and the head of the department is likely going to pull some strings to get everything approved fast enough for me to continue without a break between contracts. Plus it would not be easy to replace me, as I have spent the last 3 months going through training to be a team leader on the project, and leaving would leave my team a bit high and dry, doing the work of 4 people with 3.

This is all hypothetical at this point, but it's stressing me out to the point that I still haven't applied for the other job because I don't know what I would do if I actually get it. What do you guys think?
