CA County Department Not Paying for Training

Seriously? I feel like there is no way they don't know California Labor Laws and this is willful wage theft. I recently applied for a job in this department. Was offered a temp position for now until they are able to see if I'm experienced enough for the position I interviewed for. Pretty BS in my opinion since I was experienced enough to make it through the entire interview process but this is typical BS so whatever. They had me come in to fill out all the new hire paperwork. They gave me a list of “required training” (Sexual Harassment and other state required training) to do at home. Did 2 hours of training and emailed HR that I had completed it. I then found out they're pushing my start date to sometime in August. I'm of course still looking elsewhere as there's no guarantee, but getting into County is…

I asked if I would be paid for the 2 hours of training in the meantime. HR gal tells me “Oh we don't pay for training”. Cue shocked pikachu face. I emailed her back and said I think it's California law and can you look into that? She gets back to me that they're looking into it and even her supe had never heard it. WTF. Is there some secret loophole I'm unaware of? Thankfully I have all this in writing but yiiiiiiiikes if they aren't paying any of their hires for training. I'm now worried I'm not going to be welcome there for bringing it up. But we gotta look after ourselves cuz obviously they won't!
