I find myself more often than not these days encouraging the people I've built a good rapport with over the past couple years at my job to leave.
I've assisted 5 people in key positions to rebuild their resumes and start job hunting and all of them have left, I always get satisfaction from watching all the neglectful management/HR freaking out and wondering what's happening. Most of all it makes me happy to see folks move on.
Current have a plan with 2 other folks (engineer and a plant manager) to leave around the same time this November.
I encourage everyone to always be open and looking for a new job, it doesn't hurt to look and you WILL find something better.
