My friend’s employer doesn’t have a bookkeeper, and no one knows how to do payroll. Thus, employees aren’t getting paid.

This story takes place in WA btw. In case anyone here is familiar with labor laws or things along those lines. Long story short: my friend (Fred) lives with Nick. Nick is an alcoholic and he owns a local BBQ restaurant. Fred also works at this restaurant. The restaurant’s bookkeeper recently got arrested and went to jail for some sort of fraud charge unrelated to the restaurant. Nick in theory hired a new bookkeeper, but has not given this person any information on start date, etc because he has been busy getting absolutely plastered while Fred goes through severe alcohol withdrawals and is unable to go to work for a few days as a result (not quite relevant but it’s just a detail). So now the employees there, including Fred and Nick, aren’t getting paid as no one there knows how to do payroll. It’s been like this for almost…

Am I able to make a report to the department of labor (is that the correct name?) on Fred’s behalf or does one of the employees have to do it instead? Fred won’t do it because he has some weird and codependent relationship with Nick.
