Where do I turn when there is no HR?

Ok first, I know that HR isn’t there for the employees, it’s there to cover the business’s booty. HOWEVER, it still sucks to not have an HR department when you run a small business. I work at a small co-op doing what is supposed to be administrative assisting, but is basically everything and anything. I am HR, accounting, marketing, reception, sales, R&D, tech support…basically anything my boss doesn’t want to do or doesn’t know how to do. Because we use the co-op model, there is supposed to be a board of directors that governs the admin side and takes on some HR responsibilities. Here’s the issue: we don’t have one.

Technically, we need at least 4 people on the board to exist as a company. We have only had two since August, and one of them doesn’t even work for us. The other person is a direct employee of the boss, which means that if they cross her they could be fired. On the admin side, my boss is the general manager and I am her assistant. That’s it. My direct supervisor is the head of the company. So what do I do when my boss is extremely disrespectful and is possibly breaking labor laws?

She is constantly asking me to work off the clock and shaming me when I refuse, telling me that “that’s not how a coop operates”. I am asked to give my personal supplies to the business without any compensation. There are so many things wrong with how we run things, but there’s nobody to ask for direction from. She doesn’t know how to run the business, as evidenced by the fact that she threw out the forms that we needed to get fingerprinted. Which is legally required of all employees since we work in healthcare. Ugh.

Sorry for the rambling post, I just don’t know where to go from here. I’m really ready to quit and find something else, but I’ve only been here for 3 months and am afraid of how that will look on my resume.
