Email to management help and suggestions

I have a coworker that I’m uncomfortable working with. We work in healthcare. He was full time 7 years ago, took another job but stayed on as PRN, is now coming back full time. This man has a history of being volatile, abusive, and inappropriate. He has inappropriately touched female adult students, screamed at people in their faces, sent disgusting text messages to coworkers, he’s been rude to patients and their families, etc. I avoid him as much as possible when he is assigned shifts that I’m working. I’ve discussed his actions with multiple managers over the course of 7 years. The latest director said that he can’t find anything in his personnel file. I told my manager today that I’m uncomfortable working with him and asked why, with his history, he was allowed to come back full time. She said that no one came forward with a reason to…

This man has a history of being volatile, abusive, and inappropriate. He has inappropriately touched female adult students, screamed at people in their faces, sent disgusting text messages to coworkers, he’s been rude to patients and their families, etc. I avoid him as much as possible when he is assigned shifts that I’m working.
I’ve discussed his actions with multiple managers over the course of 7 years. The latest director said that he can’t find anything in his personnel file. I told my manager today that I’m uncomfortable working with him and asked why, with his history, he was allowed to come back full time. She said that no one came forward with a reason to not bring him back. I said, no one asked me. She shrugged and said that they haven’t had any complaints since the last talk that they had with him. It’s obvious that they don’t care.

I’d like to write an email to management to be on record that I’m uncomfortable with this situation. I’m looking for suggestions on what to write.
